Why not just recolour it if you want that? If you want the sheet I think that's from Don Patch, there's a Yusuke skin coloured one and a Hiei one that's on fire aswell.

I don't really like the Up Special, it seems perfect for a tether recovery.

No to same down special and up special. It needs to have at least some difference in order to let a chance for the opponents, as the down special is completely different from the up special.

Sure. I was going to redo it anyway. It will be redone but not until all the grabs are finished. And about the up special, the rod isn't long enough on some frames for it to be a tether recovery.
