I know the Down Special will be the Black Diamond Shield.

Since you said his Homing Attack will be used, why not make it his Neutral Special?

I was thinking more along the lines of a Dash Attack, and The Homing Attack should work as his Standard. How about Up and Side...maybe I should check out the sheet again.

I concur, CIAB. BTW, are those sprites custom? I have not played many Sonic games, plus the sprites kind of (no pun intended) rub me the wrong way. However, the overall idea is a good one; so good, that will rep you for this.

I like this and I definitely think that this is a good idea. But I'm going to pick on your idle and walk.
The idle is good but could use some more work. The back of his head really shouldn't move. The left hand is good although I think that the right should do something as well. Also instead of moving his body back and forth from his feet, add in some foot-work and maybe a little bending at the knees.
The walk look more like a semi-run animation to me. If it's ok, I could make a walking animation for you. I just finished one for Mecha Sonic.

How many expansions one does should not matter at all. He has all right in the world to give you crit. If you can't take crit, you shouldn't be making expansions.

The back of the head is a bit meh, and honestly. I think its fine as it is.
As for the walk, I think a Walk is just a slower Run with less body movement so meh again.

New idle a little better, try doing what HyperSonic said (Although it was the samething that I was saying before) . This will look pretty good in a Sonic, Metal Sonic, Mecha Sonic face off.
